NY Rangers postgame transcript from Washington D.C. with quotes from John Tortorella, Martin Biron, Ryan McDonagh, Brian Boyle

WASHINGTON - The Rangers applied pressure in the third period Wednesday night while trailing the Capitals, 3-1, but when Ryan Callahan appeared to have narrowed the deficit, replays showed he had kicked in the rebound of a Brad Richards shot from the point, and the goal was disallowed.

It was the right call, but it also pushed the Blueshirts power play to one-for-its last 16, and 0-for-8 in two games since the Christmas break.

Richards, one of the captains of that lifeless power play, registered four shots on goal in 19:32 of ice time, but he was a minus-three and committed that crucial turnover that led to Alexander Semin's goal to make it 3-1 in the second period. Not only that, but check out this stat: since Richards' fluky backhanded goal in the final second of a 3-2 win in Phoenix on Dec. 17, Richards has zero points. Five games, zero points.

Before John Tortorella gave his morning skate interview at the Verizon Center on Wednesday, he stopped in the hallway to talk to Richards, who was standing near one of the workout bikes with Ryan Callahan. Tortorella spoke to Richards for about 30 to 45 seconds, appearing to instruct him on strategy for the night's game. It was a constructive, back-and-forth conversation between a few of the team's leaders and veterans. But clearly, whatever message was delivered then did not sink in at game time.

The Blueshirts also have fallen into second place in the Eastern Conference, after Boston defeated Phoenix, 2-1, in a 9 p.m. start. The Bruins now have 49 points, one more than the Rangers.

The Blueshirts will practice at the Kettler Capitals Iceplex in Arlington, Va. on Thursday afternoon before flying to Fort Lauderdale for Friday's game in Sunrise, Fla. against the Panthers. In the meantime, here are the postgame quotes from Wednesday's 4-1 loss to the Caps:

It?s unfortunate with Del Z, he loses the puck there on the first one. But a turnover by Mitch and turnover by Richie, not against their third or fourth line, against their top line. It kills us. That?s what?s frustrating. I thought we beat ourselves a little bit there in those situations. They?re an opportunistic team. They don?t want to defend. They want nothing to do with it. So what do we do. We don?t allow them to defend on those plays and they go score goals and they get rolling. That?s where they gained their momentum. So that?s what?s frustrating.

On what turned the momentum, whether it was lack of puck discipline: ?Yeah I think we definitely wanted some plays back in the second period there. They were coming with good speed. A couple times they catch us and they made us pay for it. We?ve had great goaltending and they can only do so much when you keep giving them breakaways and odd-man rushes, especially with this team they?re gonna score. We didn?t protect the puck as well as we wanted to, but I thought we kept with it in the third period and gave it a good effort there.?

On whether allowing Caps get out on rush was the difference between this loss and the win in November: ?Yeah, that?s the thing. That team?s got a lot of talent and speed and they thrive on transition game. Tonight we didn?t get pucks in when we needed to or were trying to look for something prettier, caught out there in shifts, especially on the second it was a long chance. We got pinned in our zone a couple times, and they made us pay.?

On whether Rangers got away from their trademark forecheck/dump and chase: ?You want to be able to make plays. We want to grind them down, that?s what?s made us successful. We?ve done a pretty good job of that, but sometimes you make mistakes. This was a good team. They countered on us pretty good. But our main focus is we don?t want to give the puck away. You want to make them take it from us, putting it in good areas so we can get it back. It?s not like we didn?t do it at all tonight. We had some really good shifts. In the first period we did a pretty good job of that. But if you let them bring it like that, if it ends up turnovers and they score, we?ve got to come back and score, and we obviously didn?t. We had our chances. It?s frustrating.

On not scoring on McDonagh?s rebound midway through the third period with a bouncing puck: ?Well sure it?s bouncing but I?ve got to put that in. We?re supposed to be NHL players and I should handle that. It?s tough. When I got back to the bench, I was pissed. Tried to come back and we got a couple more chances after that, but ??

On earning time on the power play: ?Yeah, we?re just trying to play the same way. If we take care of the puck, we had a big responsibility tonight trying to stop that (Ovechkin) line. I turned one over in the D zone, we had a little mishap in the neutral zone, stuff like that. One mistake will kill you. But like I said, I had a chance to make a big play and it?s hard not to get frustrated. You want to stay positive. It?s been a while. It?s tough. I accept that. That?s a lot of responsibility and if I?m going to play these minutes, I want to score. I feel like I?m going to though. We kept coming and kept having shifts. I?m not saying my confidence is sky-high right now offensively, but I?m just trying to keep it positive and I should have buried that.?

On what shifted the momentum: ?Obviously little things in the game will make a difference. We all know as a team what those little things were tonight. I?m sure the coaching staff knows. We?ve just got to have the attitude that the little bit of room that we gave their top line, we?ve just got to be careful in the next games, because those are big points and big guys that you?re playing against. You?ve got to be able to control the play against a line like that. So they were able to come back and get a couple good goals and that really made the difference in the second, when we couldn?t sustain the pressure that we had in the first period.?

On his own performance: ?Right now, it?s extremely disappointing, knowing that we come in here and this was a big opportunity for us to get a couple points and we just needed to ? I don?t know. It?s just disappointing when you?re gonna chew on that for a little bit here. But tomorrow you?ve got to forget about it. And that?s probably the attitude you?ve got to have.?

Australia snatch victory in first Test against India

Australia's pace attack produced a bowling display reminiscent of the side's era
of dominance as they swept India aside to secure a 122-run victory in the first
Test at the Melbourne Cricket Ground.

The performances of Ben Hilfenhaus, James Pattinson and Peter Siddle carried shades of Jason Gillespie, Brett Lee and Glenn McGrath in their pomp, as the tourists fell some way short of the 292 they had been set to win.

The quick trio bowled with tremendous accuracy throughout a devastating 47.5-over innings that spanned all three sessions on the fourth day, with Pattinson (four for 53) narrowly shading the honours,

But despite the 21-year-old rising star taking the most wickets, it was a collective effort that saw the Baggy Green across the finish line, with the three-pronged attack showing enough to suggest they can spearhead a bid to return to the top of the Test rankings - something that was taken for granted by Australians for almost a decade.

India had occupied that position until their whitewash in England earlier this summer and Mahendra Singh Dhoni's side again showed worrying signs overseas.

The tourists were always likely to be up against it chasing what was a fourth-highest MCG winning total, but their mindset could have been so different had they not allowed Pattinson and Hilfenhaus to take them on with the bat this morning.

When Mike Hussey, who should have been given out when he edged Umesh Yadav behind, was snared by Zaheer Khan for 88, the margin was 249 but, 10 overs of improvised batting from the bowlers later, it was 43 runs greater.

Hilfenhaus fell to Ishant Sharma for 14 and then delivered with the ball in a nine-over spell before lunch, getting one to climb on Virender Sehwag who could only find Hussey in the gully.

India returned after lunch on 24 for one, but by the time they were back in the pavilion for tea, the score was 117 for six as Australia dominated a stunning middle session.

First an out-of-form Gautam Ghambir was tied in knots by Siddle - surviving twice in one over - before diverting an almost unplayable delivery from the same bowler into the hands of Ricky Ponting at second slip.

That brought Sachin Tendulkar to the crease - the master batsman still chasing an elusive 100th international ton - and even he showed signs of pressure as he narrowly avoided a run out from the arm of David Warner.

He had another elder statesman, Rahul Dravid, for company, but that did not last long as 'The Wall' misread one from Patterson and lost his middle stump for 10.

The same bowler then got rid of VVS Laxman, who failed to spot Ed Cowan lurking at square leg when he flicked one off his legs and, when Hilfenhaus (two for 39) trapped Virat Kohli in front for a golden duck, India were sinking fast at 69 for five.

That quickly became 81 for six as Siddle, with the first ball of his second spell, got one to grow on Tendulkar who gave Hussey an easy catch in the gully.

Dhoni and R Ashwin then had a swinging session leading in to tea, but the latter fell just after it for 30, gloving a climber from Siddle (three for 42) to Cowan who had come in to short square leg.

Zaheer Khan decided to have some fun and clubbed Pattinson for six but paid with the very next ball, walking across his stumps to try and hit the 21-year-old out of the ground but only serving to fudge one to the ever-alert Cowan.

Dhoni (23) then lost his off stump to Pattinson as India fell apart at nine for 142 and, although Yadav had a late slog, he perished on 21 when he took on spinner Nathan Lyon and was caught out by a sprinting Warner on the boundary to wrap things up.

Finmin rejects Air India debt recast plan- paper

Dec 28 (Reuters) - India has opposed the plan to recast debt of ailing state-run carrier Air India as it will force state-owned banks to take a big hit, the Economic Times reported on Wednesday, citing the financial services secretary.

According to the debt restructuring plan, banks will be required to set aside about 96 billion rupees ($1.8 billion) as provisions against total loans outstanding of 224.50 billion, the paper said.

'Banks do not have the capacity to take such a huge sacrifice on their books,' D.K. Mittal told Economic Times, adding there were plans to work out a package where the risk allocation was 'proper' and provision requirement 'lower'.

Air India spokesmen were not immediately reachable for a comment by Reuters.

A consortium of lenders to Air India has broadly approved its financial restructuring plan which includes extension of the tenure of about $4 billion of working capital loans as well as converting some of the loans into equity.

The consortium has 26 banks and is led by state-run State Bank of India, the largest in the country. IDBI and Bank of Baroda are others in the consortium with exposure to the loss-making carrier.

Afghanistan, China sign first oil contract (AP)

KABUL, Afghanistan ? Afghanistan's government signed a deal Wednesday with China's state-owned National Petroleum Corporation, allowing it to become the first foreign company to exploit the country's oil and natural gas reserves.

The contract, which covers the northeastern provinces of Sari Pul and Faryab, is the first of several such blocks to be put on the market in coming months, Afghan Minister of Mines Wahidullah Shahrani said during the signing ceremony.

Bidding information for blocks in neighboring Balkh province will be released at the end of February, and for the western Herat province by next summer, he said.

Afghanistan has been seeking to find ways to exploit some of its mineral wealth to offset the loss of revenues when foreign aid and spending drops when international combat troops leave by the end of 2014. The government has been keen to develop an oil-extraction and refining capability for the landlocked nation, which is entirely reliant on fuel imports from neighboring Iran and Central Asian nations.

"This will bring enormous financial benefits to the government," Shahrani said. "It will be an important step toward self-sufficiency."

The ministry listed the initial value of the project with CNPC as $700 million. But the total could be ten times greater if more reserves are found and developed, and if international oil prices remain at today's levels, Shahrani said.

The fuel pact allows the Chinese firm to research oil and natural gas blocks in Sari Pul and Faryab, an area known as the Amu Darya River Basin that was first explored by Soviet engineers in the 1960s. The Soviets estimated the reserves at about 87 million barrels, but both the Afghan and Chinese partners believe they will prove to be much larger.

CNPC will also build a refinery ? Afghanistan's first ? within the next three years, after the real size of the reserves is established with greater accuracy, said Lu Gong Xun, president of CNPC's international branch.

Shahrani said the deal calls for the Afghan government to receive 70 percent of the profits from the sale of the oil and natural gas. CNPC will also pay 15 percent in royalties, as well as corporate taxes and rent for the land used for its operations.

Afghanistan's army and police will set up special units to guard the project, Shahrani said.

The provinces of Sari Pul and Faryab are located hundreds of miles from the centers of fighting in the east and southeast and are considered relatively safe. As a result, the U.S.-led NATO force has already transferred or is turning over responsibility for security in large parts of the region to the Afghan army and police.

Surveys conducted by the Soviets have shown that Afghanistan sits on vast mineral wealth. Afghan and foreign companies already have shown interest, notably in its untapped copper, iron and oil deposits. But with poor infrastructure and security problems stemming from the 10-year war, most Western mining companies have shied away from firm commitments.

So far, companies from China ? with which Afghanistan shares a small stretch of border in its east ? have been in the forefront of investments in the nation.

Three years ago the China Metallurgical Construction Co. signed a contract to develop the Aynak copper mine in Logar province. Beijing's $3.5 billion stake in the mine is the largest foreign investment in Afghanistan so far.

The U.S. Defense Department has put a $1 trillion price tag on Afghanistan's mineral reserves. Other estimates have pegged it at $3 trillion or more.

But the potential windfall for the landlocked country will require international investment, a better transportation network and much improved security.

"This government must stand on its feet," said Mustafa Zahir, the head of the government's environment agency. "Without using our natural resources we cannot achieve this."

Italy Inflicts ?900,000 Fine on Apple

Apple has been fined 900,000 euros by an Italian watchdog for misleading customers about warranties that each Apple product came with.

The Antitrust Authority in the country stated that the fine has been imposed as Apple did not take adequate measures to inform its consumers about their legal rights to have a 2 year long technical support. Apparently, the consumers in the country were all under the false assumption that their Apple products came along with just one year warranty period.

The watchodog also said that due to Apple's actions, the company's customers in Italy were paying extra for technical support service. Apple, as of now, has not reacted to the verdict.

The officials also clarified that the penalties will be applicable to Apple Sales International, Apple Italia as well as Apple Retail Italia.

"Sanctions of a total of 900,000 euros have been imposed on the Apple group after it was found responsible for bad commercial practices that harmed consumers," read a statement by the Antitrust Authority, according to an AFP report.

The iPhone maker Apple gave "unclear information on payments for additional assistance offered to consumers," it added.

The Engadget Interview: Fusion Garage's Chandra Rathakrishnan... post-fallout

If we learned anything from our last encounter with Chandra Rathakrishnan, it's that the Fusion Garage CEO is nothing if not candid when discussing his company's past failings. Of course, such admissions came amidst great deal of hype from the executive, who was, at the time, heralding the second coming of his company in the form of the Grid 10, Grid 4 and the innovative Grid OS that fueled the devices.

It was the latest chapter in what's proven to be a long and bizarre tale, one that began with the dream of a $200 internet tablet. After countless scheduling pushbacks, fights and price hikes, the proposed CrunchPad finally came to life as the JooJoo, a $499 device that was greeted with scathing reviews, poor timing (thanks mostly to Apple's long-awaited announcement of the iPad) and rather lackluster sales, to put it kindly. In spite of attempts to rally the line, the tablet died a lonely death, and most suspected that it had taken the rest of the company with it.

Rhapsody passes million US subscriber milestone (AP)

LOS ANGELES ? Digital music service Rhapsody says it has passed a million paying subscribers in the U.S.

That keeps it in the lead as the most popular subscription service in the country, the company said Thursday. The Seattle-based company turned 10 years old this month.

Rhapsody allows subscribers to listen to as much music as they want for a monthly fee ? $10 on all devices or $5 on computers only. Rhapsody also offers a free trial period that includes use on mobile devices.

Rhapsody's subscriber count had hovered around 800,000 for years, but several recent developments re-ignited the business.

In August, its service began being bundled into a cellphone plan for Android phone users on carrier MetroPCS. The plan includes unlimited data, talk, text and music for $60 a month.

In October, it gained other subscribers through its purchase of Napster from Best Buy.

Still, it faces tough competition from new entrant Spotify, the Swedish music service that launched in the U.S. in July. Spotify says it has 2.5 million paying subscribers worldwide.

Rhapsody President Jon Irwin said the company is alone "at this scale with what we believe is a sustainable business model." He said Spotify's rapid growth comes at a steep price because its extended free U.S. trial period on computers brings in some advertising revenue but costs a lot in music royalty payments. Rhapsody's trial is limited to about two weeks.

"The weight of the costs of the free music they're giving to people to get them to convert is clearly dominating their income statement," Irwin said. "I don't have that expense line item that they have."

Spotify declined comment.

Irwin said the recent integration of Facebook with various music services has resulted in many new users trying the service for free but hasn't been all that effective in converting them into paying customers.

He said Rhapsody is focused on growing use on mobile devices. Mobile listening is already the most popular, accounting for 40 percent of listening, compared with 32 percent on computers.

Rhapsody also plans to expand internationally, initially by completing its acquisition of Napster customers in Germany and the U.K., he said.

Just Kidding! Tea Party Drops Plans to Counter-Protest Against Occupy Rose Parade

Well, that was fast. TEAPAC, the Pasadena offshoot of the Tea Party movement, has dropped its plans to stage a counter-protest against Occupy Wall Street protestors, who plan to hold up signs during the Rose Parade and march through the parade route after the TV cameras are off.

TEAPAC leader Michael Alexander told the Pasadena Star-News today that he was annoyed that Occupy protestors were being allowed to politicize the event but he didn't want to further politicize the event by bringing Tea Partiers into the mix.

Even Occupy protestors themselves have been wary about messing with local tradition and using the parade as a venue for getting their message out to a rapt audience tuned into the nationally-televised parade.

Senator Al Franken gets answers regarding CarrierIQ, still not satisfied

It's been two weeks since the CarrierIQ story caught the eye of Senator Al Franken, who swiftly put his fist down and began demanding answers from the companies that admitted to allowing the tracking software on their handsets, as well as CarrierIQ itself. The deadline for the companies to respond is over for all but two -- T-Mobile and Motorola were both given until December 20th -- and the good Senator's had the chance to look over their questionnaires. Here's what Sen. Franken had to say about what he read:
I appreciate the responses I received, but I'm still very troubled by what's going on... People have a fundamental right to control their private information. After reading the companies' responses, I'm still concerned that this right is not being respected. The average user of any device equipped with Carrier IQ software has no way of knowing that this software is running, what information it is getting, and who it is giving it to -- and that's a problem. It appears that Carrier IQ has been receiving the contents of a number of text messages -- even though they had told the public that they did not. I'm also bothered by the software's ability to capture the contents of our online searches-even when users wish to encrypt them. So there are still many questions to be answered here and things that need to be fixed.
Kind of makes you wonder exactly how each company answered the Senator's questions, right? Britney Spears is officially off the market. Reports were confirmed Friday (December 16) that the singer is engaged to Jason Trawick, her boyfriend of two years and "Criminal" video co-star.

Fans of the pop princess sent their love and congratulatory wishes online shortly after the story surfaced. Everyone loves a comeback, and Britney Spears' fans are no exception. After a rough period in 2007 that included losing custody of her children and an infamous public head-shaving, Spears has spent the past three years getting her life together, and fans have taken notice.

Take a walk down memory lane with this timeline of Britney and Jason's relationship!

Facebook user Rosanna Principessa Fabbro wrote, "So happy for her. She really nailed it, turned her life way around, and look — now with a good man :)" Other fans gushed, while Zakir Khan wrote simply on Facebook, "Best of luck."

On Twitter, @Elina_BS made a Twitpic card for the singer wishing her and Jason well.

Many of Britney's fans have been listening to her music for almost their entire lives, so news of her engagement felt especially personal for them. @mollypannell1 tweeted, "Is it weird how happy I am for @britneyspears? So cuuute. I still remember when her first video came out. I was 7!"

Celebs also took to Twitter to send their love. Ryan Seacrest tweeted his approval of the union, "I used to work w/ Jason Trawick and can't think of a better guy and more perfect match for @BritneySpears. Congrats guys." Nick Cannon also tweeted "Congrats @BritneySpears is engaged" and included a link to a post from his website that included a family photo of Britney, Jason and her two sons.

If nothing else, this milestone in Britney's personal life has renewed her fans' love. @Mae_tweet wrote, "You can't help liking @britneyspears! With Britney's infectious, resilience & strength. Born survivor. Credits to her X."

From the downfall of North African regimes to the humanitarian interventions in Ivory Coast and Libya, 2011 appears to have been the year when citizens and leaders took a stand on human rights.?

Scan the headlines and you might feel like the world is going down the tubes. War, famine, power struggles, economic collapse, climate change ? none of these problems seem to be going away, and some problems seem to be getting worse by the day.

But in at least one area ? human rights ? there seems to be some major progress, both because of citizen activism from below and political leadership from above.

Three major dictatorships have fallen across North Africa ? in Tunisia, Egypt, and Libya ? at least partly at the hands of their own people. Citizen protests spread as far away as Bahrain and Yemen, Malawi and Swaziland, and while Syrian President Bashar Al-Assad has held onto power through a brutal repression that has killed thousands of Syrians, it has come at the cost of his country?s economic and political isolation.

Numbered are the days, at least in Africa, when leaders could simply grab and hold onto power perpetually through falsified elections. Ivory Coast President Laurent Gbagbo tried that, after losing elections to Alessane Ouattara, and a combination of street protests and pro-Ouattara military might (along with some French military intervention) shut Gbagbo?s power grab down. This week, as the Democratic Republic of Congo enters a dicey period, where two men ? President Joseph Kabila and opposition leader Etienne Tshisekedi ? claim to have won Nov. 28 elections, the international community will doubtless attempt to find a negotiated settlement, after election observers have declared that voting results ?lack credibility.?

In this week?s Atlantic, Stewart M. Patrick of the Council on Foreign Relations lists some of these successes and notes that the key ingredient in all these struggles is a galvanized popular will for the respect of human rights. Quoting the findings of a global opinion survey by worldpublicopinion.org, Mr. Patrick notes that citizens even in authoritarian countries are beginning to demand more and more freedom.

Golden Globes Nominations: Snubs & Surprises!

The Hollywood Foreign Press Association unveiled the nominees for the 2012 Golden Globes Thursday morning, and they're not too radically different from the honors bestowed by other critics circles and the Screen Actors Guild over the past week. The National Review: Newt Gingrich Nomination Would 'Blow This Opportunity' Of Winning In 2012

In recent months, polls have been kind to GOP presidential hopeful Newt Gingrich. Voters appear to be jumping to the side of the former House Speaker, with the Georgian edging Mitt Romney at a national level.

As for conservative media outlets, the feeling toward Gingrich has leaned more toward cold, headed by a premiere right-wing publication. The National Review published a forceful editorial on Wednesday, cautioning voters against granting Gingrich the GOP nomination. The piece notes how Republicans have a major opportunity within their grasp -- a chance to win back the White House. To make that a reality, the editors say Gingrich is not the best fit.

"We fear that to nominate former Speaker Newt Gingrich, the frontrunner in the polls, would be to blow this opportunity," the editorial states.

The editors went on to slam Gingrich's character flaws during his time in office in the 1990s, noting that it was right for his tenure as House Speaker to end.

"...his impulsiveness, his grandiosity, his weakness for half-baked (and not especially conservative) ideas -- made him a poor Speaker of the House. Again and again he combined incendiary rhetoric with irresolute action, bringing Republicans all the political costs of a hardline position without actually taking one. Again and again he put his own interests above those of the causes he championed in public."

Gingrich's complicated relationship with the conservative press has been apparent in recent weeks. Right-wing radio host Rush Limbaugh called attention to the issue last Wednesday, saying there appeared to be a "coordinated" effort against the current GOP frontrunner.

HuffPost's Sam Stein and Michael Calderone added that the line of conservative commentators coming out against Gingrich has been "lengthy and impressive." Among the critics are Washington Post columnists George Will and Charles Krauthammer, who have both questioned whether Gingrich embodies a true conservative. Earlier this week, conservative radio host Michael Savage even offered Gingrich $1 million to drop out of the Republican primary race "for the sake of the nation."

More conservative pundits, from Ann Coulter to Peggy Noonan, have come out against Gingrich. Here are some of the criticisms levied against him in recent weeks:

German investor sentiment rises (AP)

BERLIN ? A closely-watched survey shows German investor sentiment grew in December, ending a nine-month downward trend.

However, the rise was not as big as expected as Europe's raging debt crisis weighs heavily on the continent's largest economy.

The ZEW investor sentiment index for December released Tuesday was up 1.4 points to minus 53.8 points overall. Analysts had forecast a bigger rise to minus 52.

ZEW says the negative reading indicates that investors expect the economic situation in Germany to weaken over the next six months, but that sentiment has now bottomed out. It adds that economic activity is not expected to plunge and that sentiment may have been helped by the decisions from an EU summit Dec. 9 meant to bolster the 17-nation eurozone.

More Android App Downloads Doesn't Mean That More Money for Developers (The Atlantic Wire)

The?announcement?of?Android's 10 billionth app download should be great news for?developers. After all, more downloads means more money, right? Actually, it might not. High download rates are actually one of the reasons Android app developers may make less money than their Apple counterparts.

A September study?found?that Apple's developers make more money than Android developers because of Android's piracy problems.?Apple has strict guidelines that require developers to go through a?rigorous?approval process and rely only on Apple tools, while Android is a much more of an open market for developers. That can also make it a playground for pirates.?About a third of Android developers said piracy had cost them around $10,000 in revenue. Another 32 percent said it increased their support costs. And another quarter reported increased server costs due to heavy loads imposed by pirated copies

Even with the promising new Android figures, there are many more?iPhone app downloads.?The latest Apple figures from October 2011 (released before the mega-success of the iPhone 4S) reported?18 billion downloads, nearly double what Android reported today. Sure, Android is catching up with Apple, as?AllThingsD's?John Paczkowski?points out, but?Android?has?more free apps than Apple, according to a March 2011 report. That means Android users are more accustomed to freebies, making it harder for those trying to make money off of fee-based apps.

The Only Drill Bit You Need to Own

There are at least two drill bits on the market that claim to be effective with all materials. Bosch calls its version "multi-construction," and Artu?which says its bits will even bore through glass?uses the label "multipurpose." Both manufacturers say the products can be used in rotary or percussion mode, though you obviously wouldn't want to put a hammer drill to glass! For either brand, a five-bit set costs $18 to $25, depending on your point of purchase.

I lug around a lot of tools, so I understand why you'd want to simplify your kit with a universal bit. In fact, I get a lot of use out of my multipurpose tools and accessories. But I do employ dedicated bits and blades depending upon whether a job demands precision, speed or cleanliness. When drilling large holes in lumber, for instance, I reach for a razor-sharp auger bit.

Regardless, I still believe in general-purpose bits. A 13-piece set of M2 high-speed steel bits ($10 to $12) can be an asset to anyone who's handy with a drill. With a tip geometry of 118 degrees, they'll readily bore through wood and even steel. Incidentally, when drilling steel, use cutting fluid; if you're using the tool at an angle or drilling upward, use a gel or cream lubricant to make sure that it stays put as you make your hole.

Toni Johnson: Egypt's Uncertain Vote

Egyptians headed to the polls Monday in the first parliamentary elections (AP) since the ouster of former president Hosni Mubarak amid deepening divisions in society and confusion over the nation's direction. Earlier, there were doubts over whether the elections would be held at all following more than a week of protests (Reuters) calling for an immediate end to interim military rule. The landmark vote is open for the first time to many political players and parties once barred under Mubarak.

What's at Stake

The outcome of the election, in which more than six thousand candidates (Reuters) are competing, is being closely watched. As the LA Times notes, it could reveal "whether Egypt emerges as a democratic inspiration in a region clamoring for change or slips back into a military-dominated autocracy where only the faces and illicit bank accounts have changed." Islamist parties are expected to win big, especially the Muslim Brotherhood's Freedom and Justice Party, which could win as much as 30 percent of the 498 available seats in the lower house, known as the People's Assembly. Meanwhile, the conservative Salafists under the al-Nour Party could also take anywhere from 6 percent to 16 percent of the vote (Globe&Mail).

The fresh spate of violence is a reminder of the fragile political situation in which Egypt remains. The military has used heavy-handed tactics against protesters, and an Amnesty International report finds that the interim military rule has continued with human rights abuses similar to those under Mubarak. A newly elected parliament is expected to help rewrite the constitution. But the interim government has announced "supra-constitutional principles" that would give the military veto power over the constitutional process.

The Debate

Some experts say secular parties and the military may be trying to buffer the power of Islamists (CBC) through the constitutional process. Journalist Issandr el-Amrani says the attempt to place the military above all other authority has made the elections about choosing between the military or the Islamists (AlMasryAlYoum), whichever Egyptians fear less. Marina Ottaway, at Carnegie Endowment for International Peace, says unless Islamists and liberals manage to find compromise, "the outcome will be a new authoritarianism."

The possibility of an Islamist-led government has raised questions whether they can govern in the political mainstream (WashPost). Fawaz Gerges of the London School of Economics says that should the Muslim Brotherhood prevail, it will have to produce viable policies (NewStatesman) for the country's economic and civic challenges, which are numerous.

Former CIA analyst Emile Nakhleh and Boston University professor Augustus R. Norton say that fears of Islamist parties may be unfounded. They note that these parties have been parts of governments in Indonesia, Malaysia, Morocco, and Turkey, and have not threatened stability (BostonGlobe).

Policy Options

A number of experts, such as Leila Hilal and Khaled Elgindy, say that removing the military (FP) from transitional political process will help with stability. Khairi Abaza at the Foundation for Defense of Democracies says the international community should help the new government in Cairo stabilize its economy (FoxNews) and "ensure regular, peaceful successions of power."

Senate Republicans offer tax-cut renewal plan (Reuters)

WASHINGTON (Reuters) ? A pay freeze for federal workers would be extended for another three years as part of a Senate Republican plan offered on Wednesday to cover the cost of President Barack Obama's call to extend a popular payroll tax cut.

The Republican proposal, deemed unacceptable by Democrats who control the Senate, would also achieve savings by reducing the size of the federal workforce. Smaller savings would be gained by tightening eligibility requirements for jobless benefits, food stamps and the Medicare healthcare program for the elderly.

Senator Dean Heller proposed the funding mechanism, which was embraced by Republican leadership. Under the plan, for example, millionaires and billionaires would be forced to pay higher Medicare premiums, according to a summary. Other eligibility changes also are targeted at the wealthy, who generally do not qualify for these social safety net programs.

"This bill will provide some relief to struggling workers who continue to need it but without raising taxes on job creators, which is what the Democrats' proposal would do," said Senate Republican Leader Mitch McConnell.

The Republican plan would help workers by extending a payroll tax cut, but hurt those in the federal workforce by extending for another three years a two-year pay freeze approved by Congress at the request of Obama in December 2010.

Senate Democrats have an alternative proposal to renew and expand the payroll tax cut and cover the cost with a new tax on annual income of more than $1 million.

Republicans oppose any additional tax on the wealthy, saying it would undermine job creation and the fragile U.S. economy.

Until earlier this week, Republicans had been lukewarm, at best, to extending the payroll tax cut. But they have come under political pressure to do so in advance of next year's presidential and congressional elections.

Without congressional action by December 31, the payroll tax that workers pay would revert to 6.2 percent, up from the current, temporary 4.2 percent tax.

On average, it would cost American families about $1,000.

Adam Jentleson, a spokesman for Senate Majority Leader Harry Reid, said the Democratic plan "would put more money in the pockets of middle-class families and create more jobs."

Jentleson added that now that Republicans "have seen the light" and are backing a payroll tax cut extension, "We look forward to working with them to negotiate a consensus solution."
